Ten Homeland Security Districts have been created in the State of Indiana. These districts will provide the basis for regional collaboration in responding to natural and man-made disasters. Each District will be organized around a regional partnership. This partnership will consist of a District Planning Oversight Committee (DPOC), District Planning Council (DPC) and District Task Force (DTF).
The key benefits of district organization are to gain access to additional funding for regional response planning and equipment, provide more effective interventions for saving lives and property, reduce the levels of risk to critical infrastructure and to initiate recovery efforts more quickly and effectively.
IDHS District Planning activities include creating four plans in the following areas: a District Strategy for Homeland Security, a District Mutual Aid Agreement, a District Crisis Communication and Public Information Plan and a District Training and Exercise Plan.
The second component of the DPC is the District Planning Oversight Committee (DPOC). The membership of the DPOC will be comprised of the following local officials:
- The President of the County Commissioners for each county in the District
- The Mayor or Town Board President of the most populated city or town for each county in the District.
The primary mission of the DPOC will be to select the members of the DPC and provide executive oversight, support and guidance for their operations.
